The "China Wind Power Research and Training Project" started in April 2005 und will continue until February, 2010. On Behalf of the German Federal Ministry for Economic Cooperation and Development (BMZ) the project is implemented by Deutsche Gesellschaft für Technische Zusammenarbeit (GTZ) GmbH in cooperation with Chinese partners---China Long Yuan Power Group (CLYPG) and China Electric Power Research Institute (CEPRI).

- Professional training of engineers and technicians in courses and workshops to meet the rapidly growing need for qualified staff in the wind sector
- Foundation of a school for wind power technicians
- Support of applied research on grid issues and wind farms
- Assessment of technical problems in operating wind farms
- Improvement in wind farm operations
- Testing of wind turbines according to international standards
- Grid code compliance test of wind farms
- Wind power grid integration
- Wind power forecast system
- Wind resource analysis and micrositing
- Advice on legislative changes supporting the national expansion of wind-generated energy
- Establishing informational exchange with the European Academy of Wind Energy and REnKnow.Net
- Wind power helpdesk and online consulting
With capacity increasing at an explosive rate, the development of wind energy in China has been progressing at an explosive rate, the development of wind energy in China has been progressing much faster than predicted. Therefore, the project is continuously being adapted to the changing situation. So far a number of important results and effects have been achieved:
- In 2006 the RED – Renewable Energy Department - was established by the China Electric Power Research Institute (CEPRI). RED is acknowledged as China’s leading authority in all matters of wind energy and electricity grids.
- In 2006 the Suzhou Longyuan Bailu Wind Power Vocational Training Centre was founded, which has trained about 400 technicians and engineers so far. The centre’s basic course has been certified as a national qualification for work in wind farms.
- The project has contributed considerably to China’s growing need for qualified staff in the crucial field of wind energy and thus to the long-term improvement of the serious environmental situation in the country.
